HDO Plywood: Overlay Grades, Reuse Cycles and Where to Source It
What HDO plywood is, how overlay grades differ, what cycle counts are realistic, and how to source it. Written for formwork contractors, procurement managers and concrete specifiers rather than weekend projects.

HDO plywood is a forming panel first and everything else second. If you are specifying it, four questions decide the purchase: how the overlay is graded, how many pours a panel will realistically give you, what the concrete face looks like when you strip, and who will actually sell you a container of it.
Most of what ranks for this term is either a retail product listing or a standards page. Neither answers those four questions together. This guide does, from the perspective of a factory that presses the panels.
What HDO plywood is
HDO plywood (high density overlay plywood) is a plywood panel with a resin-impregnated fibre overlay hot-pressed onto one or both faces under heat and pressure, producing a hard, dense, non-absorbent surface engineered for repeated concrete forming. The overlay is a manufactured sheet, not a coating brushed on after the fact, and it is bonded in the press as part of the panel build.
The difference from plain plywood is what happens at the concrete interface. A bare veneer face absorbs water from the mix, bonds to the cement paste, and tears on stripping. An HDO face absorbs almost nothing, releases cleanly, and survives being scraped and re-oiled dozens of times.
The term is North American in origin, tied to the APA overlaid-panel designations. Outside North America the same job is done by film-faced phenolic panels, which is why buyers comparing quotes across regions often find themselves comparing two different constructions that produce a similar result.
Overlay grade is the spec that matters
Buyers tend to specify HDO by thickness. Thickness governs span and deflection between walers, and it matters. It is not what determines how the panel performs at the face.
The overlay does that, and overlays are not interchangeable. Two variables separate one grade from the next: the density of the fibre sheet and the resin content driven into it. A denser, more heavily impregnated overlay is harder, more abrasion-resistant, less permeable, and holds a smoother face across more cycles. A lighter one costs less per sheet and gives up cycles.
This is why a single "HDO" line on a purchase order is not a specification. Asking a supplier which overlay grade a quoted price refers to, and what cycle count that grade is rated for, separates a real comparison from a price-per-sheet comparison.
One clarification that saves arguments later: an HDO overlay and a phenolic face film are not the same product. Both are phenolic chemistry, both release concrete well. The overlay is a fibre sheet with body to it; the film is a saturated paper measured in grams per square metre. Panels built either way can form good concrete, but their spec sheets are not directly comparable line for line.
HDO vs MDO: the short version
The comparison gets more airtime than it deserves, so here it is compactly.

Two things worth flagging, because both are routinely muddled. First, MDO is not one product: the APA-domestic kraft-paper MDO sold for signage and painted exterior trim is tuned for paint adhesion, while Vinawood's MDO range is a matte phenolic surface film product made for matte concrete forming. Different constructions, same three letters. Second, the choice between HDO and MDO is a finish decision before it is a durability decision. Specify HDO when the concrete face should come out glossy, MDO when it should come out matte.

Reuse cycles and cost per pour
Price per sheet is the wrong number. The number that decides a formwork budget is cost per pour, which is the delivered panel cost divided by the cycles you actually get out of it.
Every reuse figure published by any manufacturer, including ours, is a maximum. It describes what a panel achieves under correct site practice, not a floor you are entitled to. Four things move the real number, and all four are site-side:
- Release agent applied thinly and evenly before every pour. Missed patches bond, and bonded areas tear the overlay.
- Prompt cleaning after stripping, while residue is still soft. Cured grout removed with a scraper takes overlay with it.
- Sealed edges. The overlay is water-resistant, not the cut edge. An unsealed edge wicks moisture into the core, the core swells, and the panel is finished regardless of how good the face still looks.
- Flat, off-ground storage under cover between cycles.
We see the consequences of this in warranty correspondence more clearly than anywhere else: the panels that come back early are almost never the ones that failed at the glue line. They are the ones stacked on edge in the rain with the cut edges open.
Cycle counts by grade are in the range table further down. As a planning rule, if a job needs more than about fifteen rotations from the same panels, the premium overlay grade is usually the cheaper decision by the end of the project even though it costs more on the invoice.
What an HDO face actually casts
An HDO panel in good condition casts a glossy, closed, near-mirror concrete face with very low porosity and minimal bugholing. On architectural work that is the point of buying it.
Where that matters: exposed columns, feature walls, soffits that stay visible, precast elements with a specified finish. Where it does not: footings, buried foundation walls, anything getting cladding or render. Paying for a glossy face on concrete nobody will see is a common and expensive specification error.
Worth knowing before you commit: a very glossy form face is less forgiving of everything else. Release-agent streaks, panel joint lines, tie-cone positions and any variation in stripping time all show up more clearly on a glossy surface than on a matte one. If the pour schedule cannot be held consistent across an elevation, a matte face often produces a more uniform-looking result than a glossy one does.
Panel condition also shows. HDO holds its face well across its rated life, but a panel at the end of its cycle count casts visibly differently from a new one. Mixing fresh and near-retired panels in the same visible elevation is worth avoiding.
Thicknesses and panel sizes

18 mm is the default for a reason: it carries wet-concrete pressure with studs or walers at ordinary spacings without excessive deflection, and it is the thickness most North American formwork hardware is built around. Panel weight at 2440 x 1220 x 18 mm runs around 30 to 35 kg, which is a two-person lift.
Applications beyond concrete forming
Forming is the commercial core, but the same properties that make HDO release concrete make it useful elsewhere. The hard, closed face resists abrasion, scuffing and dirt penetration, and cleans with a damp cloth.
- Signage — the original HDO application, still common for highway and large-format display panels.
- Truck and trailer linings — high strength-to-weight ratio, and the face takes impact damage without delaminating.
- Industrial shelving, bins and storage racking — where a wood panel needs to survive being loaded and unloaded daily.
- Work surfaces and benches — smooth, cleanable, dimensionally stable.
One caveat for anyone considering HDO as a paint substrate: it is a poor one. The overlay is engineered to reject adhesion, which is precisely why concrete releases from it. If the panel needs to be painted, an MDO-type overlay is the correct choice.
How HDO panels are made, and why it shows
Every page-1 result for this term is a retailer, a standards body or a spec PDF. None of them presses panels, which means none of them can tell you what actually determines whether a panel holds its rated cycles.
Vinawood has manufactured plywood in Vietnam since 1992, vertically integrated from log peeling through surface lamination. Panels move through a 12-step controlled process: log selection and peeling, veneer drying to 8 to 12 percent moisture, glue spreading and lay-up, cold press, hot press, putty surfacing, sanding, trimming, surface lamination, QC inspection, edge sealing, and packing.
Three points from that list carry most of the weight for a forming panel. Veneer moisture at lay-up governs whether the glue line cures properly under the press. Edge sealing is applied in the factory, not left to the site. And inspection is 100 percent individual sheet, not batch sampling, which is what keeps a container from arriving with a mixed population of good and marginal panels.
The panels are tested in-house rather than to a supplier's declaration. Published figures for the HDO range include a minimum bending strength of 45 N/mm² along the grain and 30 N/mm² across, mean modulus of elasticity of 5,000 N/mm² along and 3,000 N/mm² across, bond strength of at least 1 N/mm², moisture content around 12 percent, and thickness swelling of 8 percent. Core density is approximately 630 kg/m³.
Certification covers the markets the panels ship into: ISO 9001 for the quality system, EPA TSCA Title VI and CARB Phase 2 for US formaldehyde emissions, CE marking under EN 13986 for Europe, and FSC chain of custody where required.
The Vinawood HDO range

How to read the ladder. The 1SF panels overlay one face and coat the back, which suits systems where only one side ever meets concrete and the panel is not flipped. The 2S panels overlay both faces, so the panel can be turned over once the first face is worn, which is where the effective cycle economics come from. Premium moves up the overlay grade; Premium HD keeps that overlay and puts a denser core under it for the heaviest rotation schedules.

Where to buy HDO plywood
HDO is not a general-lumber-yard product in most of North America. It moves through specialty plywood distributors and formwork supply houses, and stock depth varies sharply by region: readily available around major metros with commercial concrete activity, thin or order-only elsewhere. A distributor who stocks one overlay grade in one thickness is not a range, and if the job needs a specific grade, expect to order it.
The second route is container-direct from the manufacturer. It fits differently: it needs forward planning against the pour programme rather than a same-week call-off, and it makes sense at volume rather than for a handful of sheets. What it buys is grade certainty, one production run across the whole order rather than mixed lots, and full compliance documentation shipped with the goods instead of chased afterwards.
